严重的经济困难

If employment opportunities are not available on-campus or the employment is not sufficient for the student, they may request employment authorization based on severe economic hardship caused by unforeseen circumstances beyond the student's control. Circumstances may include a loss of financial aid or on-campus employment without fault on the part of the student. 另外, substantial fluctuations in the value of currency or exchange rate, 学费和/或生活费用的不合理增长, or unexpected changes in the financial condition of the student's source of support, 医疗费用, or other substantial and unexpected expenses can also be a reason for a student to apply. 

Students must apply for an employment authorization from 美国入籍与移民服务局 with the help of the designated school official to be eligible for this option. 

It is important that students know that employment cannot begin until the student receives the employment authorization designation from 美国入籍与移民服务局.  

The approval of employment for 严重的经济困难 is intended for off-campus employment. 如果是在校工作，也可以接受.

  • 你必须持有F-1签证满一学年 
  • You need to be in good standing as a student and taking a full course load
  • 工作不能影响你的学习
  • You need to prove that employment is necessary due to severe economic hardship caused by circumstances beyond your control that arose after obtaining F-1 status.
  • 担保人退休不是一个有效的申请理由.

申请时要知道的一些事情 

  • The hardship is granted by 美国入籍与移民服务局 in one-year increments or until the program end-date, whichever is shorter; authorization ends if a student transfers their SEVIS record to another institution. 
  • Students are not allowed to work on or off campus for more than 20 hours per week while classes are in session.

  • A student's work does not need to be related to their course of study.

  1. 应用程序
    • You will need to complete the forms in the 严重的经济困难 packet in full. See below for all application materials needed to move your application forward. 
  2. 跟国际研究中心预约一下

    • The 国际研究中心 DSO will review your completed documents 
  3. The 国际研究中心 advisor will send your request to SEVIS electronically, 并生成新的SEVIS I-20. 建议将写在新的I-20的第2页. 
  4. The 国际研究中心 will notify you when your new I-20 is available. 
  5. Bring your SCSU ID to the 国际研究中心 front desk to pick up your new I-20. 
  6. 马上在I-20表上签名.

    • If the student cannot afford the $470, they can try submitting a 费用减免要求, though that may extend the processing time and is not guaranteed to be accepted. 
  • Letter in English from your sponsor explaining why promised funds are no longer available (如果适用的话).
  • Letter from student describing the unforeseen hardship situation and, 如果可能的话, 附证明文件.
    • 例如, a copy of the sponsor’s death certificate or proof of a currency devaluation in the student’s country. This letter should also mention why other employment opportunities are unavailable or insufficient.
  • 一个完整的 预算形式 comparing income (sponsorship money, on-campus job) versus expenditures (tuition, fees, rent etc.).

Once you have requested a 严重的经济困难 就业 recommendation and received your new I-20 from the 国际研究中心, you will need to prepare and submit the following list of items to 美国入籍与移民服务局: 

  • 新I-20的复印件，并附上就业推荐信

  • 纸质副本或打印出来的电子 表格i - 94 (请按连结查阅指引)
  • 的副本 your passport page showing your biographical information and the expiration date
  • 的副本 your F-1 签证 page (except Canadians) or I-797 (approval of change of status to F-1), 如果适用的话

  • 两张全脸护照式照片. The photos must be identical and in color with a plain background. They must be no more than 30 days old when the I-765 is filed to 美国入籍与移民服务局. Photos can be obtained at Walgreens, CVS, or a local photography shop.

  • Your personal statement along with any other supporting documents, if available. 

邮寄给美国移民局 

学生负责邮寄他们的申请材料 30天内 from the date the designated school official recommends off-campus work authorization in SEVIS (this date is shown on the signature line on your I-20).

就业授权卡(EAD) 

If the application is approved, 美国入籍与移民服务局 will issue an EAD (就业 Authorization Document) to you. If the application is denied, you will be notified by 美国入籍与移民服务局 in writing. 

如上所述, you may not begin employment until you have received the EAD and the dates are valid. Authorization is granted in one-year intervals up to the expected date of completion of studies. You may work part time while school is in session and full time during official university holidays.
